I don't know if it ships this way, but the OSX server that I'm working on
had the /var/spool/clientmqueue directory owned by root. It should be
owned by smmsp. I also had to add a
DontBlameSendmail=GroupWritableDirPathSafe option to the config file to
get the server started, too. Then again, I'm a new admin to this box, and
it could've been the admin before me.

I'd check there and /var/spool/mqueue.
