You almost certainly want "encrypt passwords = YES", because otherwise
Win98+ clients won't be able to connect to the server without registry
alterations.

Your problem lies elsewhere -- is password manager being used? (For
"encrypt passwords = YES" to work properly, the cleartext password has
to be stored somewhere.)
