Respects as in uses if the FFagent is configured, or just picks up

The former.


Most processes pick it up straight away, eg: traceroute, ping etc. nslookup
does its own thing so I know that won't work. what I need is lookupd to use
the values in /etc/hosts before DNS.

It should. I'm not sure why it wouldn't be working. Doing a hostWithName query in lookupd. I'm doing exactly what you're trying to do with webmail.4am-media.com:

[localhost:~] tarbosh% tail -1 /etc/hosts
192.168.1.2 webmail.4am-media.com

It works fine for me:

hostWithName: webmail.4am-media.com
Dictionary: "FF: host webmail.4am-media.com"
_lookup_agent: FFAgent
_lookup_validation: /etc/hosts 1051197562
ip_address: 192.168.1.2
name: webmail.4am-media.com
+ Category: host
+ Time to live: 43200
+ Age: 0 (expires in 43200 seconds)
+ Negative: No
+ Cache hits: 0
+ Retain count: 3
