User Imports with 10.2

Anybody have any experience in user imports? I've got a new 10.2 server
and I've come across some odd behaviour from the server when importing.
The short name is truncated to 8 characters. But if I manually add a user,
I can enter a longer shortname. Also after importing users, it doesn't let
me change the imported users' shortname, just add a new one.

How do I have the server use the full shortname I've specified in my
import file? What server/NetInfo settings must I change?
