WebDAV am I doing less than needed?

I clicked WebDAV in the Cinfigure Webserver, server settings (enable WebDAV
support) and resterted.

Hmm, I get no access to realms with iCal publishing to specific locs that I
thought I had enabled. Through Goliath I can see the locs but get no
authorisation to write. My own admin password and username doesn't work.

1. Anyone step me through any extras I should have to enable webDAV. Or,
point me to things to enable it through http.conf for example?

2. Anyone give me a brief overview of the whole web server priv. It works
BTW and all can read (inc guests of course).

3. Any other comments welcome. Currently I am getting staff to export iCals
and email them to me and I do this through afp which works a treat but I
want others to have more responsibility.
