if you're looking for a configuration tool for Apache on Mac OS X

He wasn't. He asked

What I'm wondering is if anyone knows which Webmin actions are dangerous to Apple's OSX server apache.conf files and which are fine?

So please answer his question or be quiet.

Point taken. In answer to the question, no there is no serious damage that can be caused (that I know of) by installing WebMin. Again, in my experience, I have not noticed where WebMin modified the apache.conf files to the point of rendering them useless. Even after removing webmin, I have not seen any ill affects.

Of course I would recommend backing up any conf files you may find important anyway. In any event I would say "NO" I do not know of any action which are "dangerous" to the OSX Apache.conf files.
