Lost ability to admin Open Directory password server



MacOS 10.3.8 server set as a stand alone server.

For some reason some of my users accounts have switched to using shadow password instead of Open Directory. I always make sure Open directory is set since I also set the login shell to none on the same advanced pane when setting up an account. Also open directory was the default setting up until I noticed the change. Anyway, I started noticing that any user that was still set to using the open directory for password would give me an error if I tried to change the password in WM. below is the exact error.

"password could not be set.
An unexpected error of type -14484 occurred. All other settings were saved."


The weird thing is that the password would change. I figured out that if I changed the user password type to shadow and then back to open directory the error stopped. I noticed this like two weeks ago before updating to 10.3.8. Fast forward to now and I have applied the update with no change in the above behavior. Well I have been meaning to change my admin password on the server like I do once every six months. So today I go to change the password with my other admin account in WM and I get the same error as above. So I go to the advance tab in WM and change it to shadow password and it asks for the password. After I select Open directory it tells me.

"cannot set record because you are not an Open Directory password server administrator"

Oh no! sure enough my other admin account is set to shadow password too. I try logging in to WM as root and it gives me the same error. What can I do to get one of my admin accounts back to using Open directory password?
