the NeST -hostpasswordserver worked. However I still am getting the error "password could not be set." when trying to change users passwords that use open directory. This is very annoying since it does change the password.

Oh no! sure enough my other admin account is set to shadow password too. I try logging in to WM as root and it gives me the same error. What can I do to get one of my admin accounts back to using Open directory password?

You can use the NeST command to create a new PWS admin.
