To actually change ownership I find it easiest to dive into terminal and use "chown" (google for help with this or read the man pages) but you can change permissions from within the Workgroup Manager and this I believe will accomplish what you want.

Open Workgroup Manager, connect with your server if not already, and then select Sharing -> All. Navigate to the share you need to "straighten out". Once you've found the volume/folder/etc. you want to correct permissions on you'll notice under the General tab a button near the bottom "Copy". Click this and it will actually redo the permissions on every folder and file you've selected. Make sure you have everything set up the way you want it, double-check it before you actually click the button, you don't want to lock someone out of their own work right before a deadline! Usually, you leave the owner as admin or whatever you have set up as an admin for the share.

There will be a warning message after you click on the "Copy" button its OK to proceed as long as you really thought through the permission changes you wanted.
