This is inaccurate at best, if not just plain incorrect.

Anyone you give admin to /can/ gain superuser access, but they *are not* root. They are whatever UID and username that the account has. The Admin group has, by default on OS X, sudo rights, but this can be further refined and configured according to your security policy.

You have a codified security policy, right?
