Well, LDAP can be restarted by issueing a 'kill -HUP' for the slapd process. This will make it reread its config files and resume operations. Very handy if you've modified them. Not so sure about PasswordService. According to its man page:


USAGE
In typical usage, PasswordService is launched during the boot process by
launchd. To start and stop PasswordService manually, use the NeST(8) com-
mands -startpasswordserver and -stoppasswordserver. These commands
update the configuration files and affect the startup state. The usual
way to communicate with PasswordService is via the Open Directory APIs.
