There's no simple way to automate synchronization in that scenario, so in my
(similar) situation I just turned off automatic synchronization, put the
HomeSync item in the menu, and explained to my users that if they wanted
their stuff backed up they'd have to remember to hit the "Synchronize now"
item in the menu.
You could roll your own with some flavor of rsync or the like and then
script a loginhook that depending on subnet either turns on synchronization
or leaves it off, but that's more work than I felt like doing. (On the flip
side, it would reduce the time to synchronize as Apple's software copies an
entire 3-4GB Entourage database again every time a message changes. Sigh.)
But the home directory synching is completely optional, and you can
certainly run a mobile user which never connects to the network home.
