webdav with AD & local Netinfo

I set up a Tiger server to use webdav. I am retrieving account data from Active Directory. But there are users that I need to add who cannot get AD access.

I created a group that contains both the AD users and the Netinfo created users. However when I assign this to a realm only the AD users are able to log in. I get a "401 no authorization error" in the web browser for all the local Netinfo created users.

any ideas would be great
