Image Capture on managed computers?

I used to have Image Capture and iPhoto working on our MacOS X 10.3 and 10.4 computers. They're all under the control of MCX (a.k.a. Workgroup Manager). Now I'm getting several user reports of it NOT working. No idea why. I'm guessing that when I was forced to rebuild the ODM, I missed a setting.

Any advice? I am certain that I got this running without having to enable the sub-launching or "...all local applications..." settings. I think that I'm just missing some component in the approved application list.
