Like Josh pointed out you can use the netboot config in server admin to do filtering. You can roll your own DHCP server and setup a simple config file that has the MAC addresses of the hosts you want in them. Here is a HOW-TO I wrote on setting it up. Just leave out the DNS/web stuff for the captive portal part.
