You need to do both. Check the man page for changeip.

3 x PPC Xserve, Mac OS X Server 10.4.9, all machines are running NAT locally.

This would be a really good time to find another solution for NAT. The function is much better performed by any standard household router type device. If you take this route (rim shot!), you'll gain better network uptime, and you also won't have to re-IP your servers if / when you move again :)
