I'm not a DNS expert, but couldn't John run a secondary DNS server caching
the contents of the central DNS server on the local Mac OS X Servers?  All
the local workstations would look to the local server for DNS, so wouldn't
be bothered when the central servers fail.  This would use the DNS services
of his existing Mac OS X Servers, so wouldn't cost more than the time to set
it up.
