Yes, I do believe apache was using the more recent perl version in
/opt/local/ and it's now using the default perl version... but I
can't figure out how to change this! :( Do you know?
Who would I know what you're doing in /usr/local... it's local only to you.
Ask the systems dweeb who installed it.

You have a version mismatch.
