Anyone try to run db_recover on panther server

I have a 10.3 server where the LDAP database appears to be damaged. From what I've read, db_recover should be able to fix the problem. On 10.4 server db_recover is loaded, but I don't find it on 10.3 server. Has anyone loaded this and used it, or should I rebuild my directory from Scratch?
