Unless of course you use slapadd or something else that requires elevated local privileges on the LDAP master as opposed to elevated directory service privileges.

You'll still run into a problem with manipulating the Password Server database though. Have you tried using NeST to check whether any of your username/password combinations are accepted as Password Server admins?
