user can't login... already logged in

Hi I have a school that says they can log in as user A, then logout and login as user b, logout, and when they try to go to login again as user A, it says they are already logged in.

this is from the same client machine, network user,

client and server are both 10.4.10

she reports that changing the setting to allow multiple logons makes no different in this behavior.

where do we look next?
