Disable Windows Home Sync

I've been looking into this for a while now, and haven't found anything on how to stop or disable (on the server side) the logon/off file syncing from windows clients bound to the SMB PDC on 10.5 Mac Server? I realize on a windows server this would be group policy object, but where do you find this on the Mac Server? This feature is causing a problem with some clients that save files to their desktop (or other locations within their user profile folder), after logging back in that previously saved file will have bad permissions and will hang the sync, causing the Windows user profile to disable itself, then launches a temporary user profile.

Any ideas?
