I’m having the worst time migrating SSL certificate, key, etc. from 10.2 to 10.4. I’m getting a ‘passphrase incorrect, please check that your certificates are correct, etc’ warning even though I am copying exactly what is on the 10.2 server.

10.2 stored the cleartext passphrase for a certificate's key file in the httpd_macoxserver.plist file.

10.3 and above store the password in the keychain.

You need to import the certificate and keyfile (you'll need to know the passphrase too) using the Certificates panel in Server Admin.
