One feature that bit me when setting up a new headless Mac mini the other day is that Server Admin cannot do a remote configure of a new Lion server. You need Server.app, not just the Server Admin Tools.
The docs suggest copying it from your server. Of course as soon as you run it, it will turn your management Mac into *another* server...
