Not true.
When you first launch Server.app, ignore the Welcome To Server window, and choose Connect to Server... from the Manage menu.
The Welcome window will close, and the Choose a Mac window will open, your server in the list, as well as options to enable the local computer as a server, and to connect to an "Other Mac"
