I am not sure why you say this.  If I recall correctly, -whyload shows what
module is being loaded and what symbol caused that load.  I believe it also
shows what module referenced that symbol (if not, there is another way of
finding that).  You should be able to discover the complete chain from the
module containing the initial entry point to the module containing the
symbol you think should not be in the executable.

Is the function you are interested in in a module by itself?  The linker
does not deal with anything smaller than an object module -- if there is any
symbol in the module that contains the function you are interested in that
is reference, then the whole module gets loaded, even functions that are not
otherwise used.
