Most likely it’s the difference between a machine that was updated from an older OS version and a machine that had a clean install of a newer OS version.

Okay, great.

Does that mean that newer versions of OS 10.4 (like 10.4.6) might not have the veclib framework in the top directory of /System/Library/Frameworks as well as in the Accelerate framework?  

And, if so, what are my options for making this work with a stub library for a CFM plugin that Metrowerks provides.  Remember, Metrowerks is fundamentally dead (R.I.P.), so I have no control over this stub library that they have provided (and, I think, is the culprit linking to the veclib framework in the wrong place).  Do I really have to roll my own?
