I seem to have found the solution to my question:
I was able to copy an existing pcastserverd.plist file from a test server that I still had running and place it into the root of the shared file system (after first changing the host name and server uuid values in the copied .plist to match the new server)
Jobs are now running fine. My question, though, is why didn't PcP generate the pcastserverd.plist file on its own after I replaced the volume? After all, it did generate all the directories that it needed.
Thanks to George Cook and King Chung Huang; you're input on "job pending" issues really helped me in narrowing down the problem.

Recently the drive that contained my shared file system failed. After replacing the drive, and seeing PcP recreate the needed directories there, all jobs now go to "pending" state and stay there. The job log indicates that art returned 0. After using the ruby command to check the specifics of the job, the cause of the art=0 is:
"/Volumes/Storage/PodcastProducer/pcastserverd.plist does not exist"
Any clues as to how I might correct this or if it points to something other than a missing/misplaced .plist file?
