I'm still new at this but when you say "In this case, the file is recorded locally on the Mac, then transferred to Podcast Producer.", are you sure? Maybe the maclearning web interface changes something or I've changed something but it seems to stream to the server and this is why I think it.
I have a canon gl2 connected to a headless mac mini that is used to record sessions in excess of 3 hours at a time. They are using the web interface and the camera and mini are on a rolling cart, they plug the cart into the network and into power and when they are done, within a couple of minutes they have yanked the power and put the cart away. It can't possibly be transferring a 3 hour video in a handful of minutes over 100mb ethernet so my conclusion is that it streams.
Back to the issue at hand. I'll have to look at it again but I've not found a way for a mac to capture the feed off my axis camera. If someone does, please please let us know.

If you can capture the bits from an IP based camera over the network
to a file on disk, you could submit the results to Podcast Producer.
This is less than optimal, as you will achieve higher quality
capturing at the source, then submitting the file to Podcast
Producer. There are software tools for recording IP webcams, and the
resulting files could be submitted via Podcast Capture (or the
underlying podcast command-line utility).
Podcast Producer has built-in support for "camera agents" that are
bound to the server. Apple provides a solution based on Leopard for
setting up a camera agent. For example, a Mac Mini could be configured
to capture audio and optionally video sources. The resulting file will
be submitted to Podcast Producer. This is a feature of Podcast
Producer. In this case, the file is recorded locally on the Mac, then
transferred to Podcast Producer. Camera agents can be controlled
remotely via the Podcast Capture application, the podcast command-line
utility, or a front-end to the podcast command such as the Podcast
Producer web controller on MacLearning.org.
