compiled/linked/installed the updated CUPS backend.
stop/restart of CUPS
did a 'lpinfo -v'
my CUPS backend was now registered, cool...
Went into Print Center built a printer through the custom PBM
voila woiked lyke a champ, cool....

Yep, this gets us sorted as well - very cool. The argc==1 case is really obvious in hindsight, but unless you build a new backend based on code from one of the standard backends, it's easy enough to miss.

I think that slightly more comprehensive documentation for print system components could really save a lot of frustration for developers in the future. An overview of the minimum functional requirements for PMs, PBMs, IOMs, CUPS filters and backends spring to mind, for example. Maybe something for the printing team to focus on after Panther?

Anyway, thanks Paul!
