No, a printer driver cannot force the Page Setup dialog to pick a
default paper size. We recognize this is an issue when a user prints
to only one printer, and that printer cannot handle one of Any
Printer's paper sizes. In Radar there is already a bug to find a
solution (2889461) and of course we're open to suggestions.

I suggest using the default paper size of a default printer.
This is not just a problem when a user prints to only one printer, it
is just more obviously a problem in that case. Users can have multiple
printers which do not support the Apple specified default paper sizes.
Then there is another problem, for instance a large format printer may
be able to print to Letter/A4 cut sheets, but it needs such large margins
that the standard set-up for that paper size is inappropriate.
