I don't know exactly what you are trying to do, but I recently used CUPS to support a non PostScript printer. I found a version of GhostScript that installs into CUPS and provides a PS to raster filter. I wrote a CUPS filter to convert the raster to the format required by my device.

Now the trick to putting all this together is the PPD file. CUPS reads the PPD and looks at special tags that tell it what filters to use to process the output. I imagine all you have to do is write the proper filters to process the output as you desire and put the tags in the printer's (or phantom printer in your case) PPD file so they are invoked when your device is used.

One thing that i did find was that some applications don't generate PS, and rather than using the GhostScript rip filter, their simple drawing commands are translated directly to a raster.
