Differences in page and paper size between PDE and PM

When I select Format for Any Printer, Paper Size US Letter from an app,
I see an unadjusted page rect of {0.0, 0.0, 734.0, 576.0} from the PDE
but {0.0, 0.0, 643.3, 576.2} from the PM when I get this info from the
paper info ticket under OS X 10.2.6. Why do the values differ?
