How do I get PDF files submitted to my filter?

I have a CUPS filter and backend which can only accept PDF files. When I
print to them from terminal, Internet Explorer and Excel I get PDF files
into my filter. When I print from Photoshop I get an error message that CUPS
can't get there from here.

Any suggestions what I'm missing? I would think that generating PDFs should
be pretty easy from any application and already be there.

Any suggestions are appreciated.
