The Software Programmers Manual is a good place to start - see "http://localhost:631/documentation.html"; on your system. If you get a "connection refused" or similar error message, turn printer sharing on to get cupsd fired up - launchd doesn't yet handle TCP/IP connections...

This particular document is a bit of a work in progress, however.
The CUPS Book (http://www.cups.org/book/) provides more complete
coverage.

Is sample code available?

Look at the pstops and cupstestppd code in the CUPS source code.

Is the outputbins sample already ported to libcups?
If not, are there plans?

Perhaps someone from Apple can comment on this...
