What this says is that your printer accepts PDF data and the cups printing system will convert everything to that format and passed to your driver. You will not see cups raster data if this is the only cupsFilter entry in your PPD.

Sorry for my incomplete statement. What I meant was that your printer driver accepts PDF data and the filter you reference in your PPD file is responsible for taking PDF data and turning it into printer ready data. The printer ready data you create is completely up to you so if you have a printer that handles vector data and bitmaps then whether you produce vector data depends on your custom filter.
