While it would be a lot of work, there is the option of doing (or having done) the localization yourself, and seeing if Apple's interested in adding it to the distribution. (This does have the downside of suggesting that you'll *keep* doing it as new versions of the software are released. On the other hand, if the localization exists, Apple may be more willing to maintain it themselvs.)
