Legal question

Can someone legally provide to other developers a localization for one or many of the dev tools?

For instance PackageMaker is only available in English (and maybe in Japanese).

For instance, could it be possible (from a legal point of view) for someone outside the Infinite loop to provide a French localization for others?

Because the way I see things, a French localization will never be available officially (for multiple and good reasons).
