Issues like this are covered in the Software License Agreement for the Apple development tools. The Software License Agreement is included with every installation package of the Apple dev tools. You can obtain a copy of it by starting an installation, proceeding to the License step and either saving or printing using the supplied buttons.
Please review that document and contact me directly if there is anything unclear with regards to redistributing modified versions of Apple dev tools.

Because the way I see things, a French localization will never be available officially (for multiple and good reasons).
