pbxbuild ignores location for build products preference

After migrating to a new machine, my projects are no longer building properly. The issue is that pbxbuild appears to be ignoring the "Separate location for build products" and "Separate location for intermediate build files" settings in Project Builder. What am I missing?

pbxbuild is invoked via sudo, if that makes any difference.

Mac OS X 10.2.6, version 2.1 (December 2002 tools)
