After a complete developer tools install you should have QC there (/
Developer/Applications/Graphics Tools/), you should have also:
-Core Image Fun House
-OpenGL Driver Monitor
-OpenGL Profiler
-OpenGL Shader Builder
-Pixie
The path you gave us is ok.
Try this: use spotlight, search for ".qtz" (without quotes) and
double click anyone that appears.

I purchased Tiger upgrade for my G5 and installed. Great! but, No
Quartz Composer. No problem, I found the Install packages for the
Developer Tools. Great, I now have a Developer Tools folder. But,
No Graphics Tools folder? In fact no Quartz Composer to be found?
Am I trying too hard? Have I overlooked some small file? Or is this
a sign that you guys don't need another Quartz Composer developer.
Actually, This has just made me want to see what Quartz Composer is
all about even more!
