It's not a bug. 

The particle system draws a series of square Gl quads, and it will fit the given texture to those quads.   If that texture's aspect ratio isn't square, it will get stretched.  I have an "image normalizer" macro that deals with this, in this composition:

What the normalizer does, is draw the given image over an infinite field of the given color, and then crop it to a square whose size is the greater dimension of the image.

I've dropped it into your composition:

I created a Quartz Composer .qtz file used as a ScreenSaver. I use the Particle Patch feeding it images in 4 to 3 aspect ratio of size 512x384. Both the viewer and ScreenSaver display a distorted aspect ratio. It seems to me that that is a bug in the Particle Patch because the image going in is the size indicated above.

I have attached my files in StuffIt format. See the ReadMe document for how to use it. There is one supplied image, a round Moon that appears eggshaped on output.
