Unfortunately I have never been able to get offline rendering to work without a monitor.
QC or plain OpenGL always fail as you have found. The QuartzComposerOffline example doesn't work either.
You can run cpu software rendering, but GPU is turned off. VNC will connect at low resolution only (again software render)

This is a shame as it would make it easier to build a bank of render machines.
I built some dongles, simply a few 75 ohm resistors on the back of a 15pin VGA male connector. Then the GPU runs normally.

It anyone does find a software solution that would be great....

So the RemotePBuffer attribute didn't seem to help. It looks like I have to find a way to make the hardware think there is a monitor connected. Maybe this works:
