(newbie) NTSC & time scale

Hi

We're working with PAL movies at the moment in our move editor.
We've switched to NTSC movies _without changing the time scale (600)_
(ok that's stupid i know) and noticed some problems : would it be possible
that the movie be considered as 'corrupted' if some media edits do not
begin & end on frame boundaries ?

What are the consequences exactly of working with a time scale that leads
to non-integer frame duration ?
