PicHandle thePicHandle;

thePicHandle=OpenPicture(&myRect);

How to access bitmap pixel from thePicHandle ?

You don't. If you want to access pixels or pixmap handles, you need a
GWorld
(a graphics world), not a PicHandle.

PS: It's "QuickDraw"
