Timecode track

Dear member.

I'm programming to video media edit software.
In the software, it is need to create Timecode track.

As video media spec, a movie that duration is different between video samples is available.
(For example, movie is the
http://www.apple.com/trailers/universal/apollo_13.html
)

Is it possible to create correct Timecode track against such video media?
I guess I can add only one frame rate to Timecode track.

Please advice me some information.
