Supposing that I am concerned for optimum efficiency, do you know of a way to determine a) if the formats listed in the cpix resource are preferred _more_ than ARBG32

certainly - if they exist in the cpix, they're preferred.  Most modern codecs do not operate natively in RGB colour space (ie: they might _work_ with RGB data, but it's transformed to YUV or something that makes more sense to the algorithm).

and/or b) if the formats listed in the cpix resource are preferred in any particular order?

not sure there is any conclusive documentation on that, but it certainly seems that the order they are listed is the order of preference/performance in my experience.
