bug or is the change 100% intentional?

I'm pretty sure the change is 100% intentional. I filed a bug requesting they fix it in 2 previous versions of QuickTime. (I seem to recall it worked properly in the versions before that.) I needed the text to be properly keyed for the app I was working on, and a black outline is not properly keyed, despite the fact that it makes it easier to read in your case. You should probably set the shadow flag to get a similar (though slightly different) effect.
