To make your reference movie, you should be able to just open your movie however you want in QuickTime Pro such that your handler is triggered, then save that as a reference movie (File -> Save As..., choose reference).

As for making the Download Stuff window appear, you'll need to sign up for the component download program ( http://developer.apple.com/ quicktime/qtcdform.html ).

Unfortunately, it seems like the component download system in QuickTime 7 has become incredibly lame. All it tells you is that you some component is missing, but doesn't tell you which one.
