You're looking for a 'Scan Converter'. For the top of the line, try
the Folsom ImagePro HD.
(2) How does one go about capturing something better than DV
resolution with QuickTime? It's not clear to me that the whole
WhackedTV route can do better than DV (although I'm assuming that
if I plug a HDV signal in I might be able to capture it).
From the ImagePro HD, you will get HD-SDI. I suggest you look at the
Decklink series of capture cards. They come with a simple app,
and support the QT API if you want to roll your own. There's also an
AJA card called the Kona 2. I'm not aware of any scan converters that
will go straight to HDV. Take a look at the two cards I suggested,
maybe one of them will do on card HDV encoding. I suspect otherwise
you'll have to capture then re-encode, or use a format that it
hardware supported.
